I've always wanted to excel in how to simplify fraction and decimal, it seems like there's a lot that can be done with it that I can't do otherwise. I've browsed the internet for some good learning resources, and checked the local library for some books, but all the information seems to be targeted at people who already understand the subject. Is there any resource that can help new students as well?

Welcome aboard friend. This subject is very appealing, but you need to know your basics and techniques first. Algebra Professor has helped me a lot in my course. Do give it a try and it will work for you as well.

Algebra Professor is the program that I have used through several math classes - Algebra 2, Basic Math and Remedial Algebra. It is a truly a great piece of math software. I remember of going through difficulties with distance of points, factoring polynomials and leading coefficient. I would simply type in a problem homework, click on Solve – and step by step solution to my math homework. I highly recommend the program.
